Brazil: qualify the product pathway before quoting supply
The commercial question
For finished products in this authorization framework, the manufacturing line needs a valid Anvisa-issued pharmaceutical GMP certificate, or CBPF, appropriate to the dosage form. Food or supplement GMP certification is insufficient. Active-ingredient manufacture must comply with GMP, but this framework does not currently require an Anvisa-issued CBPF for that ingredient manufacturer or Brazilian registration of the ingredient.
For buyers
Identify the intended product and authorization pathway. For the importing applicant, verify valid medicine-import AFE and AE permissions and the required distribution and storage certificate, CBPDA. Check that the proposed finished-product manufacturing line and dosage form match the certification.
For sellers
State clearly whether the offer is for a CBD active ingredient or a finished medicinal product. Provide the documentation appropriate to that role. Confirm the applicable product authorization and manufacturing requirements with the Brazilian applicant before treating a quotation as ready to execute.
What the evidence does not establish
These distinctions concern the sanitary-authorization framework for human medicinal cannabis products. They are not blanket rules for every Brazilian cannabis channel. Certification does not establish current stock, buyer demand, an executable offer, an import approval or a profitable transaction.
What to investigate next
Ask the prospective Brazilian partner to identify the product pathway and the required dossier first. Then compare specifications, documentation and commercial terms on the same basis.
