Selling CBD for cosmetics in Uruguay starts with the supplier file
The commercial question
Decree 208/026 places cosmetics containing cannabis-derived ingredients in the Grade 2 classification. Its annex names natural and synthetic CBD, CBG, hemp seed oil and specified root, leaf and other ingredients. Registration requires health-authority authorization or GMP for the ingredient supplier, together with the production method, plant variety and traceability information.
The rules also constrain the product proposition. Labels cannot promote ingredient concentration or pain, inflammation, sleep or relaxation effects. Cannabis ingredients are excluded from cosmetics intended for mucosal contact, patches and formats that present an inhalation risk. An ingredient specification and a proposed marketing claim therefore need to be assessed together.
For buyers
A useful buying enquiry starts with the exact ingredient, supplier authorization and traceability file. It then identifies the finished format, proposed label and registration responsibility. Comparing offers without those details can leave apparently similar ingredients serving different commercial purposes.
For sellers
Ingredient producers can make their offers more useful by assembling the manufacturing method, variety information and origin records alongside the applicable supplier authorization. Finished-product sellers should examine the intended claims early. A product designed around a sleep or pain message may require a different proposition.
What the evidence does not establish
The decree is not evidence of growing demand, available inventory, executed sales or a price premium. It does not automatically authorize a cross-border transaction or establish recognition of a particular foreign supplier’s documents. The September publication must retain its date; an October review does not turn it into October news.
What to investigate next
The strongest follow-up reporting would establish how registration works in practice: which supplier documents are accepted, what applicants are being asked to provide, and which finished products have cleared the process. Those answers would connect the framework to actual purchasing decisions without inventing a market size.
